Go in through the city hall entrance and head left, and you’ll find it right away.
You can also enter directly from outside the city hall building.

There’s also terrace seating, which should be really nice in the coming season.

Final thoughts
Since it’s inside city hall, it doesn’t really stand out much from the outside, but once you go in, it’s stylish, not too crowded, and very comfortable. It seems like a perfect place to take a break while walking along the Ashiya River!
