It appears that the operators of Ashiya City’s multilingual email distribution system and NET119 were hit by unauthorized access, potentially resulting in the exposure of personal information.
The city announced the incident on October 15, 2026.

The information that may have been exposed includes:
- Multilingual email distribution system: Up to approximately 700 records (names, email addresses, languages, and the contents of emails sent by the city)
- NET119 (an emergency reporting service for people with hearing impairments): 37 registered users (names, dates of birth, genders, addresses, telephone numbers, email addresses, etc.)
- 119RAIDEN (used to mobilize staff during disasters): 266 registered users (names, email addresses, telephone numbers, etc.)
No data leak has been confirmed at this time, but the city is warning residents about the possibility of fraudulent emails related to the incident. If you receive an email from an unfamiliar sender, do not click any URLs in the message or open any attachments.
株式会社アルカディア, the operator of NET119 and 119RAIDEN, has announced that it will continue operating both services, so they appear to remain available as usual.

↑Mayor Takashima also shared an announcement on Instagram.
Ashiya City’s disaster information distribution system was also hit by unauthorized access, so be sure to check that information as well.
In Closing
It’s frightening to see so many recent announcements about unauthorized access and personal data breaches. If you remember registering for any of these services, you may want to be especially careful about the emails you receive for a while.
