Former Hyogo Governor Saito was apparently at JR Ashiya Station.

It seems he was around the pedestrian deck on the rainy day of October 3. It was likely a campaign speech for the Hyogo gubernatorial election, which will be officially announced on October 31, with voting and ballot counting taking place next month on November 17.
