It looks like a shop called “PATISSERIE COCOTTO” is currently undergoing interior work near Hanshin Fukae Station along the Naruo-Mikage Line.
Here it is↓

There appears to be a bread and Western sweets shop with the same name near Kosoku Kobe Station in Hyogo Ward, so this might be a second location? Stay tuned for updates!
Here’s the map↓
The address is 4-7-8 Fukaekitamachi, Higashinada Ward, Kobe City, Hyogo Prefecture.
Area around “PATISSERIE COCOTTO”

Facing the shop, the Indian and Nepalese curry restaurant “Suriya” is on the left, and the buyback specialty shop “ECO HAPPY” is on the right.

If you head this way (west), you’ll find the takoyaki shop “Tako Hachi,” Hakuo Bridge, Ichihashi Clinic, and more.

If you head the other way (east), you’ll reach the area in front of Fukae Station, where several pachinko parlors line the street. Beyond Inari-suji is Sugi Pharmacy, followed by Higashinada Elementary School, and if you continue farther, you’ll enter Ashiya City.
It’s about a 15-minute walk to the city border.

Across the Naruo-Mikage Line is Fukae Keyakinoki Small-Scale Nursery School.
Final Thoughts
The shop with the same name in Kosoku Kobe appears to provide employment support for people with disabilities as a Type B continuous employment support facility.
It seems they offer bread and stylish bottled puddings at reasonable prices, which definitely has us curious!
