It looks like Ashiya City will also be switching to a “designated garbage bag” system starting next October.

Apparently, Ashiya will be the last of the seven municipalities in Hyogo Prefecture’s Hanshin area to introduce designated garbage bags. The bags will go on sale next April, with full implementation starting in October.

However, the southern part of Ashiya City has a “garbage pipeline” that automatically transports trash to the processing facility, so there seems to be an issue where, once garbage is put into the inlet, it may be impossible to tell whether it was placed in a designated bag. (Now that you mention it…!)
There may also be a call for designs for the garbage bags in the future! (It looks like Nishinomiya City held a design contest with a 100,000 yen prize.)
